Well, not to know off anybody, but Giant and Specialized build their bikes in Taiwan. Cannondale is USA made, as far as I know. Trek has some in USA, part Taiwan.
But it just depend on your budget.
Turner and Ventana makes higher quality bikes in the USA, Titus also makes some of their bikes in the USA, I think all their titanium and exogrid frames are built in the USA, and aluminium are outsourced at Taiwan (not sure if all, or just the Moto Lite). Santa Cruz also has a mix of USA and Taiwan. This are very good bikes.

Well I am very Biased because I work in a place where we sell them, but I can't stop singing Specialized's praises. They make a very high quality bike, and I guess if you are looking for a bike that can do it all short of 20 foot drops and the like, then I would say the Enduro SL. It is hardcore enough to take the mountain up and down. It has a purpose built dual crown fork, and also an advanced rear shock. It is speced out sparing no expense. Both Suspension compontents have Specialized's Spike Valve. It is at the top of my cool bikes list.
I like Specialized because their dedication is too the sport, which yields some pretty cool bikes.
I guess at the end of the day, it all depends on you. Most high end bikes will perform comparably, every person is different so my opinion may not be the same as someone elses but there is my two cents worth.

I got my first off road bike at 18 and it was 20 years later before I upgraded. I think you should use it as a teachable moment let him earn half if not more of the money himself. If you think he will still want a car push the car back a year or two. Let him make the sacrifice it may surprise you. If he is a serious biker then it won't. By the way a bike is a lot cheaper than a car, and insurance, and gas. In college no one ever asked to borrow my bike. And it is almost impossible to get a DWI on a bike. My one regret 20 years ago is that I didn't have more money to buy a better bike but $700 was a lot for a bike back then.

It depends what you mean by "best." It's as hard to answer as determing what the "best" car is. Do you mean the best performance? Best out of the box?
All and all: I'd say the advice on here is pretty solid. Possibly the only major brand fully made in the USA would be Cannondale, although I think some of their carbon is outsourced. Specialized and Trek are excellent brands with lots of different levels of bikes. I'm not sure where the final assmbly is done on each. I believe it varies by model.

This is my top 3, in no particular order:
- Cannondale.
- Specialized.
- Giant.
It really depends on what you're looking for really. If you're looking for an aluminum bike you should definitely get a Cannondale. If you prefer a bike more for racing (still a mountain bike), then Specialized. Giant is, well, a giant in the industry. They make all kinds of bikes.
