Hair will seem fuller or thicker primarily because it will be all the same length from the roots... it starts to grown back right away... and normally grows from about 1/2 inch to 3/4 per month. You can help this along, with a proper diet and a good multi-vitamin. Biotin is especially important to healthy hair growth... so make sure to include that! You can also massage you scalp to stimulate hair growth.

Hair is always growing, your hair will start "growing back" within a day. How long it takes for your hair to grow back a "significant" amount depends on how fast it normally grows for you. Shaving your head does not affect the thickness or rate at which your hair grows. It took me two years to get my hair from butch short to shoulder length. Could be different for you.

when my boyfriend shaves his head, he usually gets about an inch of regrowth in a month. its a myth, however, that thin hair will grow back thicker if you shave it. if you damaged your hair it will grow back undamaged, since it's, well, new, but it will be the same hair type as before.

It won't grow back nicer. If you chemically damaged it, then it will grow back "fresh", but no it won't grow back any differently. The hair is always growing and typically grows around 1/2" per month, so to chin-length I guess around a year... it's hard to say, really. Depends how fast your hair grows.

It really all depends on your genes with both length of time and thickness. Sometimes it can grow back thicker sometimes it won't.
