How long ago did it happen? It may just take lots of time and reassurance to bring trust and reassurance. I would certainly consider carefully how I was going to prevent the situation from occurring again.
Consider how long it would take you to trust someone who dropped you into the water with sharks.

It will take a long time and a lot of patience, if it works at all. Basically, the bird does not trust you anymore- it would be like your parents throwing you in a tiger cage and you barely surviving.
just go very slowly and keep offering treats to it. Make sure that cat is locked out of the room. Open the cage door and let him come out on his own as well. Patience and love is about all you can do- wait for him to get over his fear. It may take months, but just keep offering him treats from your hand, and letting him out if possible.

When did this happen? If it was very recently, he may have an infection and be in pain. Even a minor injury from a cat can be deadly for a bird.
If you are sure the bird is physically all right, you can start re-taming him. Make sure the cat is not around when you do this.

I don,t want sound mean, but if you give cat away. may be bird be ok with out cat being there . You know your bird very afraid of your cat now. Bird don,t trust you cause you let cat get him. YOU COULD TRY THAT. or take your cat to a friend for a week, see how your bird acts.

How long has it been? I would expect the poor bird would want nothing to do with anyone if it was just yesterday. Was he injured?
First, make sure you don't smell like cat - wash your hands, and wear a clean shirt when approaching the bird. Move slowly and calmly, and speak gently. It is going to take some time - be patient.

It'll take time, but I think that you could regain his trust. Just be patient and take baby steps untill you get to where you were before the attack. Good luck with this!

Before you worry about how he's behaving, worry about his health. If you haven't yet taken him to a vet, please do so as soon as you can. Even if he doesn't look injured at all, cat saliva and claws have bacteria so your bird could be sick and dying and you might not be able to tell. Please bring him to a vet! Link below to find a good vet near you.
