Because the barbershop is closed at night, and politicians are sleeping.
I'm guessing because we can't see the weather that much at night; because we operate mainly during the day and depend on daytime conditions; because there's more anticipation and positive expectations about daylight weather than nighttime conditions.

Because it's one of the few safe topics to comment on without fear of jeopardizing relationships. Can't talk about politics, religion or relationships so ... that pretty much leaves only wx (weather).

interesting question! lol. I guess because it is a good conversation starter and that is when people pay the most attention to what the weather is doing. (to make plans and so forth)
