Yes. It's like you need 3 times as much vinegar as you have water. 3-1, 6-2, 9-3, ect.

all of the above, you have you math down, which is good because this is how cooks write recipes so the can adjust it easily to whatever size they want. Say if I wanted a liter of salad dressing and the recipe called for 3 to one oil to vinegar (in other words 3 parts oil one part vinegar) I would use three cups of oil and one cup of vinegar which would yield one liter of dressing : )

You got it right. However it depends on how much you want to make. It could be 3:1 tsp, 3:1 Tbsp, 3:1 cups, etc... So you're spot on.

It doesn't matter, you just have to keep it constant. It doesn't matter if it's tablespoons or cups or gallons. It just depends on how much you want to make.

You have it exactly right. 3X the amount of vinegar. But most equations I have seen for household useage call for 3X the amt. of water, rather than the other way around.
