But to clarify: he won't start talking like a woman or being one. It just stops sperm from flowing to the urethra. It can actually be reversed. In fact, you should be giving your brother props, because the process hurts a bit. He also can have sex now without worrying about getting random girls pregnant.
One more thing - if you were to remove testicles that is castration and NOT a vasectomy. There are some treatments that can attempt to reverse castration, but freezing the testicles and storing them does not seem to be one them.

He will never look like a woman. His testicles were not removed. He had a very small incision made, about 1/2
inch and the tiny tubes inside were sealed off from letting sperm cells through. If he sounds different on the phone, maybe he has a cold, or you need your ears checked. He is a smart guy for not wanting to have more children in the over populated world we live in. Best wishes

Do you even know what a vasectomy is? They don't cut off your testicles. They cut the tube inside of them that carries the sperm. It's so he won't have any more children. What a silly question. He still has testicles. And he won't be changing into a woman anytime soon. Do your research.

This is clearly a joke.
There is no way anyone could be as gullible as you are pretending to be. Think about it, if they actually removed a mans’ balls, or if a vasectomy resulted in men looking like women, why would tens of thousands of men get vasectomies every year? I had mine at 20 years ago. I’m 6’3” and have a deep voice.

His testicles are in the correct location. They are secreting testosterone.
