well, I never heard of that, however, I have heard "el culo del mundo"... which litterally means "the world's butt", refering to a very isolated place...

More then likely in the context it means "The pimp of the world" chulo as many things in spanish its very important the context

It can mean a pimp in some places.

as everyone says it can mean very diffrent things.............

here i think it means in the context of 'show off'

so the biggest show off in the world.

at school teachers were for ever saying to the class clown and stuff....
