Seriously now, wearing relaxed fit/normal jeans or athletic shorts, is it possible to determine a man's size just by looking at him in passing, walking down the sikewalk or just standing around?

No, there is no way of knowing his 'size' by looking.
The penis can be grouped into two categories. The first is a 'shower' and the second is a 'grower'. Showers tend to remain the same length soft as they are hard. At most they grow an inch or two. Growers, on the other hand, start off small and then get far larger.
So, a three inch 'grower' can grow to eight inches while the six inch 'shower' might grow to only seven inches. Unless the guy is aroused, there is no way for you to know what size he is at all.
On a side note, you'll probably get a lot of answers about specific body parts, most commonly the feet and hands, indicating penis size. This is incorrect. Studies of penis size show no relation between the penis and any body parts.
Now, overall body size does act as a better indicator. Men of similar body sizes will have approximately the same penis size.
Incidentally, the study suggested that race was not a factor in penis size, but it was the fact that men of different races had different body sizes that mattered.

No of course not!! Even wearing tight athletic shorts, a flacid penis isn't as big as an erect one. And those do vary. So you can't tell the man's size.

I heard it was by his shoes size. But I have been disappointed a few times. Even shocked! So there are no real sure fire ways of knowing.
