A "normal" grocery store? An open market, such as a farmer's market, is the time-honoured format and is the norm.
You may or may not be able to find lemongrass in the produce section of a one of the overhyped conglomerates that are designed to sell you transfats and refined carbs. You will be able to find lemongrass in any Asian market, and possibly in a farmer's market.

In California I can find it at Safeway or Albertsons. I rarely see it at the farmer's market.

You might find it in the organic vegetable section.
