Okay, the firstly, you did not state if you are slightly overweight or not.
However, this is usually because someone is overweight. It doesnt have to be that all fat people have this, as it depends on genetics to how and where your body stores fat. Some ppl get a fatter face even if they gain a tiny amount of weight, some ppl have a fatter *** and so on. So if this is the case, that your slightly overweight. Then the best option if a good weight training and cardio program along with good nutrition intake.
To lose weight, you will need to take in less calories than you use up. This means usually about 2,000 calories or less. However since most people dont understand it this way. Observe how much you eat in a day, how many snacks you eat and what you eat. Then, divide that by half, and add a couple of fruits and vegtables to the diet, and there you go.
Best option to lose weight fastest, is swimming 3 times a week for at least 1 hour. But not everybody has an option for swimming, so you can do power walking. This is basically walking really fast continously for at least 1 hour (but more is better). So i suggest start with a slow walk for 10 mins, speed up until your walking 70% of your fastest, do that for 60-90 mins, and then slow down and walk in normal pace for 10-20 mins to cool down. Note, that cool down and warm up also burn calories and they do help a lot.
Try to start walking 2 times a week, then go to 3 times a week and build it up to everyday (if possible) or stay at 3-4 times a week.
However i also suggest using free weights. Do full body workouts with free weights as well as doing press ups. Search online for weight exercises if your not sure. But train large parts first (legs, back, chest) as they burn the most calories and stimulate growth hormone production, which further helps you gain muscle, and therefore lose fat.
If you leave the weight training out, its fine. But remember, weight training has many advantages. Firstly, you'll see many changes in your body, improvements. Secondly, it burns fat even after you have stopped training (unlike cardio) because it has to repair the muscles that you have trained, and further, you gain a tiny amount of muscle (it wont be noticeable in the start) and that muscle uses up more calories, therefore causing fatloss if you keep your nutrition controlled.
Before i go, make sure you drink 8-12 glasses of water a day. This will help you burn fat, and your skin will thank you for it.
After 3-5 weeks of training, you will not only have lost body fat all over (including the chest area) but your skin and eyes will appear fresh, and healthy and lively. But please try to add as much vegtables and fruit in your diet , it will help with the cravings. But do keep 1 day a week, a cheat day, where you eat a little bit more. This will help you and motivate you, but also sometimes when you lower your calorie intake a lot, your body holds on to the fat and doesnt want to let go, because it thinks your starving, so it tries to save the fat, by having a cheat day, you will benefit in confusing your body into thinking "oh wait a min, hes not starving" and you will burn even more fat then normally.
Also, please do consult a doctor before starting any programs, especially if you have any kind of illness or diet problem. This is for your own safety.
And also, someone replied in giving you a link to an exercise for the chest. This is false. Your body cannot lose fat site specificly. Like you just want to lose fat from the chest. It does not work that way, only way is to lose body fat over all, and trust me, you will see results.
Stay dedicated, and dont let anyone demotivate you. Most ppl give up after 1 or 2 weeks as they think nothings happening, but trust me, when the change comes, its sudden, ppl around you will also notice.

Perhaps some exercise and a good diet will work? Walk at least 30 to 40 mns daily, and diminish your consumption of junk food. And what's up with this 12 year old girl? Are a pedophile?
