My neighbours make my life hell, they are a family of four, the parents, one girl 12 and one boy 11, they keep diconnecting my phone line because they have acces to the main control box of the phone company, because she is the daughter of the owner of our block she thinks she can throw her weight about, they also do many other things to annoy me but I can't prove anything, especially as they seem to make the children do all the dirty work for them. What would you do?

It is a criminal offence to tamper with the phone line. There are also laws to protect tenants. It looks as if you are from the US. Do you have a citizens advice? If not, report it to the police. Keep records of all incidents, and as someone said put a camera up. Also, have a chat with other tenants to see if it's happening to them.
These people are breaking the law, and the juvenile courts will sort these horrible brats out, and give the parents a hefty fine, or with any luck a jail sentence, then they will know what it's like to have neighbours from hell!
They will also have a record which will not go well for them in future incidents. Or have they one already? The courts will know.

Get on to the phone company, and ask that the box is moved,then go and see them and ask them why they are tiring to make your life a living hell, is it because they want you out of there, or if you don't want to speak to them perhaps you could have words with the owner of the propriety, and formally complaint, don't put up with it or they will think they can get away with this kind of behaviour, all so keep a record of all the things they are doing, as this can be used as evidents if the matter goes further.

And I thought my neighbors were bad. I sure feel for you. My
neighbors house sits facing the end of my house. They are the most arrogant and noisy people I have ever had the misfortune to live by. I paid a fortune for a chain link fence. The kids ( 180 pounds) climb my fence all the time) I don't know what to tell you as I can't do anything or my neighbors would retaliate. I am sure yours would too. Could you move away from the area? I can't, I bought my house. Maybe you could talk to some of the other neighbors and all group up against them? I wish you the best of luck.

Everytime they do somthing call the police. You do not have to prove it to make the report. I don't care how small it is. Disconect the phone line? In some states that is a serious thing. Call the phone company to report them. If there are enough reports filed the land owner (if they rent) will no renu their lease(daughter or not). If they own it, well eventualy they will put them in jail for harasment. County jail is a good place for them to cool off. Call social services on their children and their reqless behavior (oviously they are not supervised).

Contact your local police department,tell them what has been going on.Then contact your phone company,tell them about it,It is a federal offense to tamper with some ones phone,just like a mail box, Maybe you could hide a cam cord-er some were totally out of sight and zoom it in on your phone control box video tape them, check with your local police so you can get evidence on then. What ever you do DO NT entice them or do anything in retaliation,for your previous Miss givings.

I would call the phone company and let them know that this is occuring. They may be able to put a lock on the main control box. This will stop them from getting in and disconnecting your telephone.

I would call the phone company and ask them to check the lock on that main control box. . See if your other neighbors are experiencing the same types of problems, if so, call the police and file a complaint.

Number one, what they are doing with your phone line is illegal. Talk with a lawyer about your privacy being stomped on. Do you have a way of setting up hidden video survellence? Or check into a private investigator to get the evidence you need agains them in court. It doesn't matter who her daddy is! She has no legal right to disconnect your phone line for any reason. They should not have any access to the main box for the lines either. I wouldn't wait either. check on those 2 options or both right away.

Call the police and start filing police reports, call the phone company and file a complaint with them because there is someone that your neighbor has to report too also she also has a boss, and start making her life a living hell for her at work that box should be locked anyways.
