I mean like a completely safe liquid nitrogen but not nitrogen? Something that can help in, say, heat exhaustion? I would like to know about a chemical, not necessarily an organic, natural product.

Water comes to mind. It is cheap, non toxic, environmentally friendly, non staining, and readily available. It is also probably the best material to use for this. Anything else has some sort of additianl drawbacks.

Use cool water, not cold. If you use cold water or ice water, then the person will sense the cold and start to shiver, which increases their body temperature even more.
