a double yellow line means no passing, wherever it is used. it is a universally accepted road rule. as with all road rules, the various countries use a standardized code for all so that the rules don't change from country to country and the same symbols can be used internationally with everyone understanding that they mean the same regardless of country you are in.

I would really doubt it. I know you can't in America and I bet the rules hold true in Canada too.
