Look for a high voltage probe for a volt meter it will voltage divide but it is a little dangerous. The scope impedance is normally closet to a multimeter ,and if it is it will work. But if u are going to be working with that kind of voltage go first class.

I'd say no. Most of the expensive ones have > 100 uV rms noise

You need to limit the bandwidth to cut the noise.
A lock-in amplifier is the best. As an o'scope front end,
