It depends what you mean by a "guy". If you mean your dad or grandpa it probably means they love you as their child and they want to make you feel good about yourself. They might also say you're a very smart girl and they are proud of you.
If you mean a male close to you in age it probably means they want to have some sort of relationship with you involving physical contact. It could range from kissing and holding hands or perhaps close body contact (hugging) to all sorts to sexual moves and sexual intercourse.
Let's say you are pretty but the guys you know already have other girls or perhaps don't want to have a relationship with you. They will not say to you you are pretty because that is a signal that they want to have a measure of intimacy. Oh being pretty has really nothing to do with your face but it's about your figure, do you keep in physical shape or are you flabby. Also being nice and smiling a lot causes a person to become prettier even though the shape of their face might not be considered glamorous by our standards of beauty.
Anyway he wants to "hit" on you.

We all mean it but trust me when I say there is more to it. If a guy thinks that you're attractive and he let's you know then he's trying to "hit it". If I see a pretty lady I won't tell her because I have a girl. If I was single please believe that I would use that as a conversation starter just to she how she responds.

They NEVER say it just to be polite. They either really mean it, OR they just want to flatter you so you'll sleep with them. YOU have to figure out which, depending on the guy. Go slow and be careful, honey.
