Many of the answers so far are correct, however, if you really want to stick it to the employer you should address this issue from multiple angles.

Contact your state department of labor and give them all of the facts and any documentation you can.

Contact the IRS as this is a serious case of tax evasion and the IRS is always willing to go after anyone they think they can get some extra money from.

Contact the Immigration office in your area and inform them of all the facts involved and any documentation you can to substantiate your claim.

Contact multiple local news outlets in your area, and ask for the investigative unit. Give them all of the information and watch the news teams make a mockery of the business and alert the officials to the situation.

You can call immigration and report the restaurant. Inform them that he is paying illegals under the table that you know for a fact. Have the friend call.

You're going to get a lot of answers as to who to go to, or what government agency to contact. Take this information to the newspaper. There's always a reporter looking for a controversial story.

If you are serious, and this is in the US, you *could* call an ICE field office... No idea if they'll follow up on your tip, but it's a start.
