Yes good chance this is true. Most deployments are scheduled a year or two in advance in order to schedule the required training before going. There is always the chance he could go any time, but it is usually minimal. Basically, an emergency could force him to go earlier. He will most likely stay home for 18 months before he is "rotated" back in.

since he is in the army, he will be able to get longer periods at home. the army tries to guarantee at least a year or six months at home, just because the army has longer deployments then the marines for example, who go out for about 7 months, but can be deployed up to three months after they've been home.

you can be deployed at any time they do not have to tell you when or where till 24 hour in advance if you know the army them he can be deployed at any time it does not matter when or how long you have been home it just matters if they need you. the army does not go by how long you have been home, it goes by if they need you or not. my friend was home 3 months then they deployed him again, so it all depends on the army and what they want

That all depends on politics and how well the Iraqis do in the next few months. I know the unit we replaced 6 months ago are coming back in 6 months to replace us again; We have also been notified that we will have 20 months before coming back. Of course all of that can change with elections and surges and all that stuff that is out of our hands.
So to answer YES it is entirely possible.

well if his unit is anything like my old unit... it could quite possibly be less than 18 months. active duty is only guaranteed 6 months of stabilization between deployments. congress is trying to bump it to 12 months of stabilization but we will see. if he is out of places like Ft Hood, Carson, Stewart ( where i was ), Bragg, or 1st ID, then dont depend on him being home any longer than a year.
