I received a $250 handicapped space parking ticket at my school last month and the citation notice I got in the mail is only charging me $30. The ticket date and time are the same, so I'm guessing someone just messed up. If I pay this, are they legally allowed to return what I've paid and fine me again for the correct offense?

Pay the 30 bucks. Read it carefully though it may be an additional fine and not just a replacement fine.
Yes they can charge you the real fine later if they notice their mistake. However if they sent you 30 dollar fine then they probably messed up and no one will send you the real fine amount.
Go into the school in person and pay the 30 bucks there. Say nothing, except you are there to pay the bill (at the office where you pay parking tickets, if a college in the police station on campus). Wait and see if they say you have any additional fines on record. Dont ask, just see what the person says when you hand out the ticket for 30 bucks and the money.
Make sure the tickets are not from 2 different places. 1 could be from the town's police and the other could be a fine that the school is giving too. So read read read.
Just pay the 30 and keep your mouth shut. And if they say something about another fine on record, lie and say that is the only fine you received.

Parking in a handicap spot was always a pet peeve of mine and can not encourage people enough NOT to violate these laws.

In your case I would carefully review the citation and what they charged you with on it. I believe that you got away with one and would simply pay the 30 dollars and that should end it. The clerk of the court can always amend a citation but I really do not think it would even get noticed as they deal with thousands of tickets on a regular basis. If it is clear that the fine is only 30 then simply pay it, because if you wait and are late with that payment then they definitely will take notice.

I hope a lesson was learned here as well.

All my best

First of all, I'm glad you received a ticket for parking in a handicapped space. Too bad they didn't tow your car. But, in answer to your question, you may have lucked out. If you do not have to appear in court, send in the payment for the $30. If you do have to appear, have your money ready, they may be just looking at the fine. If the mistake is caught, you will most likely have to pay the correct amount.

I would say no, mainly because the bill that they sent you is stating the amount that they figured up for you to pay. Whether it be a typo or not, they are held to that amount. It's like if you walk in a store and there is a price tag on an item for $30.00 but the item was supposed to be marked $250.00. Technically, they would have to sell the item to you at that price because it was not your fault that the item was marked that way. I worked at wal-mart and that was a common occurence. I would pay the $30.00 and consider myself lucky. And if they come back on you and try to charge you more money, I believe that the bill that they sent you would hold up in court as evidence and presents a solid argument in your favor.

Don't park in Handicap spaces if you're not Handicap, then you wouldn't be in this situation.
