I would like to buy one to make my pictures a little more better.
Could you point me in the direction of the best product for someone on a budget? Maybe UNDER $100?

I recommand you to use Google Picasa to manage and edit your pictures.

Use the free Google Picasa 2 (go to Google, click on More, and click on downloads) and try it. It's both a picture organizer and an enhancer, and it's free.

There are many options, my picks:

Google Picasa (FREE)
GIMP (FREE Open-Source)
Photoshop Elements (About $99)

From of all of these, I would pick Elements as its relatively easy to use and has some of the powerful features of Photoshop.

Why not try Kodak Easy Share. I think it's free. My daughter has it & thinks it's great.
