It means 'If God so wills, or God willing. Not restricted to Islam. I had an Aunt, who rarely went to Church and had never studied Latin, but she always wrote things like: 'See you next week, DV.' DV being Deus volonte - if God wishes. (The Latin might not be correct - I was never too interested in 'dead' languages).
A better name for a boat would be Mashallah (transliterated from Turkish) - it means 'What God wills' and is often said to protect one from the forces of evil. You'll see it painted on buses, trucks and even taxis in Turkey. Personally I prefer to put my trust in the skills of the drivers and the service mechanics!
