i'm about to transfer a balance to another card's balance (there will be a remaining balance) but do i need to pay it's monthly payment? Or does the balance transfer qualify as the monthly payment?

The balance does not qualify as a montly payment in most cases. The only way it would is if you transfered the entire balance from one card to another so that the card you transfered from had a 0 balance. Since you said this is not your case you will still need to make the monthly payment.

The only way you could take money from one card to another is to do a cash advance on the card to pay the other card. However, this is very very dangourous. If you do this you are digging yourself a hole that will be very tough to get out of.

Even if it does qualify, how do you KNOW the transfer will be processed before you payment is due? The card you transfer the balance to will tell you to keep making required payments until you have confirmation the transfer has posted to the account you are transferring from.
