Internal Affairs, District Attorney's office, FBI, and federal courts all keep the police in check.
Watchdog groups such as Copwatch, and so called "civil rights leaders" such as, Al Sharpton and Jesse Jackson also love to hear about any "alleged" acts of police misconduct.
Police officers are also watched by the media. The very small percentage of wrong doings by police officers are broadcast all over the world. The good things policemen do are never shown.
Civil rights attorneys also keep a close eye on police officers. It's called "job security."
Don't believe these yahoo's that say that policemen aren't under a microscope.

Well, if you ever have a problem with your local police department then you will need to contact the state police, but if it is the state police then it would have to be taken up with their IAD. It is basically the same with the local, but if your at the seen of whatever the discrepancy is then you may want the state to look into it if an officer is nearby. I live in Oklahoma, and I have seen it done here, but it could be different where you live. Contact your local police and ask them about how they would allow you to call the state police if it is urgent that they do not leave the scene.

Here in Ontario it is the SIU (special investigations unit). Other police agencies can be called in as well if required (the Ontario Provincial Police or the RCMP).

Mostly themselves, by way of their internal affairs division. However, if you believe you rights have been violated , you have pother resources such as the state's attorney general, or the FBI, who represents the justice dept. of the U.S.

In the traditional Irish Catholic police departments, God assigns the task to the Jesuits. They'll beat the hell out of you.
