I know the longer the workout the better, but I am easily distracted by my 3 year old and cannot manage more than 15-20 minutes at one time. Can doing this 4 times a day equate to a workout appropriate for weight loss?

you only need to do one 16 minute session 3x a week. check out the link below. I've been doing it since I got my first recumbent several years ago

of course it can but excirise is not the only thing you need to do to lose weight
