Many reasons. Dog's don't generally self-mutilate for the fun of it, there's probably a problem there. Could be dermatitis (skin infection). Are you sure it isn't fleas? Many owners tell me their pet hasn't got fleas and are then astonished when I show them it has! (by using a proper flea comb to find the odd flea dirt. Even one flea is enough to cause flea allergic dermatitis).
Do take him to the vet, this is obviously bugging him and needs to be sorted!

You won't see flea eggs, they're too tiny. Comb her with a proper flea comb (teeth are very close together) and see if you can see little black flakes or specks in the fur on the comb. This is flea dirt (poo). If you don't treat your pet with veterinary flea treatment she is likely to have fleas, even if she's an indoor cat - fleas come into houses too! It does sound like flea allergic dermatitis, a nasty condition but easily treatable with the right flea medication from your vet. There's nothing you can do before going the vet, because you need to go to the vet to find out what the diagnosis is in the first place. Until you know the cause you can't possibly know the treatment, and no one on here can tell you what the problem is because we haven't seen the cat! Please take her to the vet asap, it should not be expensive to treat - unless you leave it for too long and her skin becomes infected. Chalice

Often times dogs (and even cats) may have had a sore or something in a spot at one time and it has become habit to lick that spot. Sometimes they just start for no apparent reason at all, and it becomes compulsive. You can try buying some bitter apple spray (if there is a sore, do NOT spray it directly on the sore, but around it, it could sting otherwise) If it starts to look infected, it may be necessary to bring him to your vet to get some antibiotics, and maybe one of the embarrassing cones to stop him from licking for a while. Many times a dog will have a food allergies and it causes a skin rash on or near their legs. Their constant licking is their attempt to sooth it. My dog had something similar to that and the vet said that he might be allergic to the processed corn in some dry food brands. Look through the ingredients list on your dogs food. Processed corn and a few other things can cause a dog to get a rash. Take your dog off the food for a while and feed him another type of dog food that does not have the exact same ingredients, if he continues to lick himself take your dog to a vet.

My moms friend has a dog that does this. You should take it to the vet so they can issue some medicine. It turned out that the reason she was licking her leg was because of anxiety. She was licking her leg so much she was tearing through her skin.

My dog does the same thing. Do not let him do this because then the leg will get raw from him licking it and it may get infected. Any time you se him licking it tell him to stop.

if its kind of rough and whiteish looking its prolly a yeast infection lots of dogs get this my dog has it in a few places is it toward the "elbow or ankle" of your dog, thats where a lot of dogs get it. They tend to lick it, yes as a habit. Thats how it gets worse... some things you can do are go to the vet and ask... if it is yeast infection,,, put a little vasoline on it everyday not much because it can irritate them... or make a warm bubble bath and just let your dog stand in therefor a while! i hope that helps.. it might not even b yeast infection but it sounds like it is! hope that helped!

One of my dogs does this too. he licks it raw. I have a special cream that my vet gave me that i put on it. It helps it heal but I haven't yet been able to break him of it. I had 3 dogs but only one does this.

lick sores - cause by BOREDOM your dog needs some more exercise, games, rides in the car etc.....
