It does sound like it could be ingrown hairs. When the hair is shaved, it has a flat end, and this flat end has trouble breaking through the skin as it regrows. Do you ride horses bareback? When I was young, I would get horse hair in my legs from riding without a saddle. Look real close at the 'cysts', Do you see a hair starting to curl around just under the skin? If so, don't pick at it too much. Make sure your hands are very, very clean, then sterilize a sharp thin needle (10 to 15 min. submerged in alcohol
should do it.., this is safer than trying fire ) Use an anti-bacterial cream after you very gently lift the hair out with just the tip of the needle. If you can't get it...do not dig, let it be. If the hairs and cysts are not taken care of, when you next shave , you will cut the tops off and have an even bigger sore.
If it isn't due to shaving or riding, you need to get a proper diagnosis. Have you changed washing soaps lately? Or hiked through weeds? What about bug bites?

Do you shave there? It may be an ingrown hair. Moisture has the same effect no matter how much baby powder you use, too. Look closely in the mirror at yourself and see what's really going on and let your doctor or nurse in on what's up. Ask your folks and grand folks about any home remedies, they always seem to have something science doesn't know about.
