Peter was recognized as the senior apostle by Christ. He was not necessarily the head of the "Roman" church. As the senior apostle he had the authority as a prophet, seer and revelator for the entire church. He could change a doctrine like circumcision or kosher foods. His authority would have passed the next senior apostle, James then John, and not to poitical appointees of the emperors.
