No, it is not. But Spanish was the original official language of the country. Today, the official languages in the Philippines are Filipino and English.
It is not correct to say that Tagalog is an official language. Most Filipino words are lifted from Tagalog, which is a dialect of a major ethnic group in the country, but Filipino is a mixture of Tagalog and other dialects, including Spanish.

Not even half of Filipinos know Spanish. It is not an language originated there. What would be the point? Not even its neighbours speak Spanish!
