I have a friend that helps orphanages in East Timor, and these are some of the toys they ask for. Coloured building Blocks and wooden jig saw puzzles are good non-language, muli-cultural toys. The larger pieces are suitable for the smaller children, and finer for the older ones. These encourage hand-eye co-ordination, and creative play. They don't require batteries, are low maintenance, and many children can play together.
Books are wonderful, but can you obtain a supply in the required language?
For older children any sort of balls are popular, though don't think they would be good for hospital.

stuffed animals, coloring books and crayons, puzzles, Jacks, crafts to keep them busy, kaleidoscope, view master,
puppets, Dr. sets, water games, they have rings or balls, you fill it with water and push a button to move the rings or balls and catch them.
drawing pads, clacks, paper dolls, color forms, travel games.
You could contact a local Girl scout troop, to make Teddy bears for you They will get a badge for the project and you get free bears. Our troop make Bears and Pillows all the time for kids in the local hospital.
Story books are also a big hit with the little ones. You can give them collage kits were you give them a piece of construction paper, beans beads, feathers, a magazine and glue. Paddle ball, stick up basketball hoop, etchasketch,
playing cards to play go fish or war, Beads to make bracelets or necklaces. I am fresh out of ideas but I hope I helped a little

I would think that a small stuffed toy for someone to have as their own would be appreciated in a setting like that. Also, small toy cars,dolls, simple puzzles, small picture books.
