What is the average winning time for a cyclist in the tour de france to do a time trial of 18km?

The average time would be just under 20 minutes.

David Zabriskie won the first stage last year in just over 20 minutes. That was a 19 km stage.

I would say about 20 minutes for a pro cyclist who was a good time trialist. Just for context, a good local rider in the states would take just under a half hour for a 20k.
