Try going to your library. They might have a copy of that paper on file somewhere. Or try the paper itself.

Go to the Charlotte Observer on-line and see if you can access it in the archives. If not, call the paper and request it by mail or fax..

It's not in their online archive. Do you have the spelling orrect? Is that her maiden name? What about husband's last name. Sometimes wedding announcements are recorded/indexed as Smith Jones (both last names).

most libraries in that area have back issues of the newspaper. go there. call the newspaper, they might be able to make a copy, but for a price. its real easy, just do it
