There is only one nation on this earth that has used a nuclear weapon in wartime (two in fact). It isn't a communist country, its not Asian, and in theory isn't being run by a dictator.
This nation has threatened other sovereign states and demanded that they fall into line with their philosophies, and Denys other nations the kind of weaponry that this nation has admitted it already has (Including W. M. D.)
It even denies other sovereign states the right to use non-weapon technology, on the grounds that they MIGHT use it for non-peaceful purposes.
Which is this bullying state? Who believes that they are greater that the United Nations? Who flagrantly disregards the Geneva Conventions in its treatment of political prisoners?

Who will this effect? All peoples of the World, after all "You're either for US or against US."

The USA was the first (and only) country thus far to use nuclear weapons on another nation. If you mean who will likely be next to use nukes, I would guess Israel. Israel has a formidible stockpile of nuclear weapons (thanks to the USA) and will probably launch tactical nukes against Iran in the near future. Other candidate countries that might use nukes are Pakistan and India (against one another). The obvious repercussions of a nuclear strike will be retaliation and a world-wide conflagration. Going henceforth I would say that it will not be a nation that uses nuclear weapons against another but rather a stray militant group or mastermind that is looking to cause global havoc.
After that it is a matter of what the nations choose to believe. I personally can't see the world coming to another nuclear standoff.
It seems that Einstein had a clear view that by giving the knowledge of Nuclear capability to the world it would result in the awakening of the possibility of armaggedon, thus creating a truce between world superpowers.

I know it won't be Japan, they understand far better than anyone the repercussions of nuclear war.
I think with so much animosity toward Israel, they will be the next victims. Who will drop it? No country will take personal responsibility. I think it's more likely to be a rogue group of Islamic fascists that either bought one from someone else, or bought the technology from someone else to make one.

The US government already was the first government and the Japanese were the first victims.
The repercussions: Toyota is about to surpass GM, the only US motorcycle maker remaining is Harley Davidson (OK they are the best).
The lesson: never use nuclear weapons!

Assuming u mean after the USA having already done! It will inevitably be crazed Islamic Clerics! They haven't a clue as to the catastrophic results i.e. generations if not centuries of terrible sufferings!

I don't believe that would happen any time soon. Now nations are pursuing it mostly for national respect, secondly as a deterrent. Think of it as an alarm system in your home and a pack of rottweilers outside guarding
