Unfortunately, your dog needs to see a vet. My vet told me that anytime a dog is breathing rapidly (except for after a fast walk) that the dog is in distress and needs medical treatment.
The licking of lips usually indicates pain. and coughing is never a good sign.
Most vets will not turn away a pet in need due to your inability to pay. They will just ask you to make payment arrangements for later. Please call a vet and explain your situation. I am sure something can be worked out.

If you can take 2 fingers down her throat to perhaps make her gag or feel what might be stuck that might help, you might want to try some bread, like they do with people when some thing small is stuck, like a pill. I don't know anything about the Hymulnik maneuver. Keep her cool, find a holistic vet.
FYI, I just found out that since the FDA is under fire as over 10,000 people have died from Vioxx, they advertise more drugs than ever on the TV to the unsuspecting public, The pharmeceutical companies; they are trying to close down the health food stores, But it's okay for Serle & Merke to make these drugs that haven't been adequately tested. And the FDA approves them; Now they are trying to market special formula drugs for dogs, they actually have a Prozac for dogs! It makes you wonder after so many people went nuts that took Prozac. what happens to the dog, does he get violent? A guy at my work actually pulled a knife out on his boss, the boss fired him on a Friday night, & he came back to work on Monday & said didn't remember what he did on Friday, he was totally clueless. When I took my dog to the vet for an xray for his hips, I was shown brochures for an arthritis medicine with FDA stamped all over it, like it was in competition with other remedies, for example, the brochure said "call the manufacturer of the medicine you give your dog & find out if they have substantial evidence that it does what it says it does"! Imagine! Like they losing ground here! One of the ingredients listed on this bottle of arthritis medicine the vet was prescribing for my dog contained sodium lauryl sulfate, a hazardous chemical they use in shampoos and detergents. [I told the vet, "I'm not giving that to my dog, it has sodium lauryl sulfate in it"] The vet said that the dogs kidneys would have to be checked every 3 months, (more money) while taking this stuff. I said I needed to find out the dosage of Tylenol, recommended by the pharmycist, the vet told me the pharmycist wasn't allowed by law to tell me that. I said hey, they have given me antibiotics for humans for my other dogs, in the past, it's not like my dog drinks beer with it and what difference is there when you want me to come in to check his liver every 3 months! Advil, causes bleeding, aspirin is stomach upsetting, tylenol is bad only if you consume alcohol! So she went in the back, checked her book and told me the dosage. She said I could use a buffered aspirin, but I was worried about ringing in the ears if he took too much & how would I beable to tell unless he lost his hearing! They give dogs the same thing they give humans in the past anyway, like the antibotic Cephelaxin. Anyway, he took it for about week, and he seems fine. Xray showed moderate hip degeneration, and I give him Glucosimin with condroitin, a supplement that regenerates cartilage for that. By the way, you don't have to get your dog any vaccine but the Rabies vaccine by law. (The boardatella if you board him). They contain mercury, thermirosol, my departed beagle developed tumors then cancer, my big dog has tumors. I am pissed. I know it was from the vaccines. A friend of mine had a small dog, she was a nurse, she said she never gave her dog vaccines, only supplements 2 or 3 times a week, the dog was a small house dog. That dog lived 22 years & passed away from some bladder thing. Oh well! Good luck with your pup. I hope he is going to be okay!
