Not "normal" but apparently a common complaint to the NHTSA. Here's a couple of the reports:

every floor shift Tacoma i have seen does it . the shifter goes right on top of the trans and it does move because the trans moves when releasing the the brakes . and when the suspension shifts you will feel it. When in doubt go to the dealer and drive a different one my bet is it does the same thing.

I have an 04' and very seldom but sometimes when completly stopped it jumps forward. It does not actually move as the brakes overcome the inertia, but it can be felt.

It is the suspension unloading and causing the vehical to feel like it is jumping but it is just the suspension

No, it is not normal, but Toyota will tell you that it is your fault or that it is a design characteristic.
Toyota never admits when it makes mistakes or when it makes a lousy product.
I would call a lemon law attorney
