Well heres what I think; If you like music-- talk to the people at shows, if you like football-- talk to people at games, if you enjoy nature--get friendly with people at the parks, if you like cooking--join a cooking class and meet people there, there are also lots of groups/clubs/classes that get together for people in your neighborhood, like for example a group of people that meet together every month and run together. I think you can search those online or look in a newspaper or something like that.

Well, what are you interested in? If you are interested in things, do things that show for them.
For example, if you're interested in photography, start putting together a portfolio and post it somewhere (eg. DeviantArt). If you're interested in a particular sport, join a team and make yourself noticed.
The people should come to you while they explore similar interests.

how about go out more often and hang around with other ppl in the culb and cafes u know public places.

MySpace has "groups"....you enter in your keyword/interest and others with the same interest will come up
