if god was smart enough to create the world,...... how come he gave Noah (Ark) a wooden boat, instead of a steel one,.... and sail power, instead of turbine power.
Did god flunk his mechanical engineering exams,.... or what?

Okay, that's like asking why God can't help us escape a fire from a burning building by having us teleport somewhere else that's safe. If the technology isn't there for mankind to use, then they will use what IS there. Obviously, Noah did not have steel at the ready, nor did he have turbine power. That is something that would not come until much, much later. Of course God could teach Noah how to do that, but people thought Noah was insane as it was when he was building the ark because there was no body of water nor was it likely to rain any time soon (or so they thought). What do you suppose would happen if Noah had to go about trying to extract steel (however that is done nowadays) and then create a ship with it. Even the Titanic sunk. Not all "perfectly sound" or "unsinkable" ships are perfect. Obviously, the ark was exactly as it should be and God DID have His thinking cap on. Those who would wonder about something so blatantly obvious on the other hand......

Read the creation account and you'll see he did a lot worse in astronomy, physics, and biology!
