Very lightly spray the paper with adhesive like 3M Spray adhesive, and then bring the paper up flat against the web and use scissors to cut away the strands outside the paper so you do not distort it when you pull. You may wish to use black or colored paper to make the web stand out. You will have to let the adhesive dry over a day or more. You may wish to use waxed paper to push the web down on the paper.
With some webs (sticky on most strands, instead of just some) you might find that construction paper (roughish surface) has enough tooth that the web will stick by itself.
