Clinical practice simply refers to treating patients for their chief complaints, whether it be in the emergency or outpatient setting -- so, yes, it does include surgical and ER encounters

Clinical practice means that the practitioner (MD, OD, NP, PA, etc) sees patients in a clinical setting. Someone who has a degree but doesn't see patients - maybe teaching, research, no longer in patient care for another reason is not in clinical practice. So, yes it includes surgery, ER or ED, etc.

Clinical practice is examining and treating living human beings. It includes every doctor`s pratice, excluding post mortems and lab investigations and other medical jobs without treating.
