I need to know--
Which has as its goal to protect human health and the environment from the potential waste disposal hazard and calls for conservation of energy and natural resources, reduction in waste generated, and environmentally sound waste management practices?

RCRA manages hazardous materials, handling, storage, and proper disposal. Applicible to most active manufacturing facilities that generate hazardous wastes (there are three classifications: Large, Small and Conditionally Exempt Generators). Waste Minimization is applicable to RCRA.

When you have a spill, or a historical release, CERCLA will kick in and dictate the standards for cleanup.

FIFRA regulates storage, handling and manufacturing of Insecticides and herbicides.

There should be an EPA web-page which gives you these. The names sometimes don't exactly match their actual (or intended) goals.
