Just wondering what other ppl think. because girls don't finish all the time and it still counts, but if you're going at it for a while but stop before he finishes does it count?

Counts? as what? Why are you counting? Do you have a scorecard for different classifications of intimacy?
Wow, this is all new. Back in Jr. High I heard about 1st base, 2nd base...etc, but now that is new as an adult.
How about if you classify it all as intimacy, that will make it easier to count.

Finish is a relative thing. You may conceive if he just touches you with a bit of semen of pre-ejactuation fluid.
Your question implies that someone is counting. If you are being penetrated, then you are having sex.
If you are feeling him up and he is feeling you up, you may as well be having sex. Your reputation is established.

Once there is penetration then intercourse has occurred. I really don't mean to sound judgmental, but if you are seriously having to ask this question, then perhaps you are not ready for intercourse. My advice to you is to take having sex serious and be responsible. If there is something you do not know, wait until you have educated yourself before you start having sex. Go to your local planned parenthood, they can answer all your questions and educate you on things you might not have considered. Good luck!

"Counts"? What, are keeping score? A running total? What are you up to now? When one or the other or both don't "finish", is it 1/2? 25%?

Does it count? Who do you think is keeping track? Sex is sex. Penetration is a pretty good clue that you're having sex.
