Cops pretty much NEVER show up to a court case for a speeding ticket if that is what you mean by CHP. They are not given time to go to court for a speeding ticket because it isnt that important.
Do not put off the court date. Go when they give you a date. If you explain that you were going with the flow of traffic then they will probably reduce the ticket by a large amount. It is worth fighting the ticket. Or if you have a better story as to why you were speeding they may throw it out if the judge/ court clerk believes you.

Police Officers do not have to be in court for you to be tried. The Officer is there in case their testimony is needed. You can not keep continuing the case. If the Officer for some chance is not in court, and you demand trial, then the judge will just continue your case so the Officer can be there.

CHP's OFTEN show up for court and NO it's NOT wise to keep puting it off...it shows the court you have NO remorse for speeding and do not care what you do on the roads. The judge has been given leeway in cases to do as he/she see's fit, in cases where people flaunt bad behavior, and scorn the laws.....
I'd be careful if I were you...

They will show up until the case is resolved.

The court will catch on after a while, and it will go harder on you.
