A flash disk can hold files - whether medical or otherwise.

Yes, you can hold medical records on a flash drive, as long as it's only temporary and you intend to delete/purge the files once you're done sneakernetting them.

I'm guessing you might be using it for somewhat more than temp storage. Despite signing releases and stuff, there's still a chance the info can fall into the wrong hands.

This is something your employer should consider: authentication-protected flash drives. Whether it's by putting a password on the drive or using a drive equipped with biometric protections (e.g., thumbprint), that kind of info needs something on it that makes stealing that info a little more difficult than normal.

You can use a normal usb. I work in a medical records department for a hospital and patients can bring in any one and we will down load them onto it but you have to sign a release that if you lose it. You are responsible for any lost health records. I would suggest one that you can have a code to get into it.

Flash drives can hold any types of data, as long as it fits on the drive.

****WARNING***

First your answer. Yes they can.

Now the warning ... Flash drive wear out and fail catastrophically ... meaning that without notice "poof" their dead. SO HAVE BACKUPS!

You can also lose them very easily ... I KNOW :(
