With a few exceptions due to abnormal brain growth murderers, rapist, and thieves are made not born.

Since we collectively made many of them we can't help but be responsible for them in some way, but not individually. I'm talking collectively. Society as a whole will refuse culpability. So actually holding itself responsible will never happen.

I'm certain that it was a combination of both nature and nurture--genetics/physical characteristics and societal/familial influences.

Who is to be held responsible? They are, of course. Unless it is certified that a person is legally insane (meaning they cannot tell "right" from "wrong"), they are responsible for what they do.

Depends on which one it is. Jeffery Dahmer was not created, he had a serious mental illness. Hitler was probably a bit of both.

If God made them, then it's his fault. Otherwise, it's hard to say, but personally I would imagine that there may be some kind of unusual physiology in the brains of people like that.

You're born with it. For example, you were born with a painful lack of talent for ortography and grammar, and no English teacher is ever going to get you above 3rd grade level.

i think you have your definitions confused with atheists and bleeding-heart liberals. i believe as you mature you'll find that atheists tend to have many different beliefs on crime and punishment. i for one believe people are born that way. i don't believe those types of people cannot be rehabilitated and thus i believe they deserve the death penalty. they committed the crimes. they are responsible.
