I'm wondering if Rachel Carson actually proposed that the government place certain restrictions of chemical companies and told them to change the way they produced their pesticides...or did she just mention alternatives to pesticide use and tell them to reduce production and use?

Rachel Carson is directly responsible for the death of many children from malaria and other insect born diseases; all of which could be controlled by effective use of DDT.

In "Silent Spring", Rachel Carson showed the harmful effects of the pesticide, DDT, and it was (mostly) due to her that DDT was banned in the United States. Thanks to her work some endangered species of birds (the California Condor, I think) have come back from the brink of extinction. DDT made the threatened bird's eggs have thin shells and subject to breaking easily.
