Height is not enough of an indicator to suggest bike size. You (or that person) needs to go into the shop and get fitted. The biggest mistake amongst beginning cyclists is riding the wrong sized bike. It takes only a few minutes ot get fitted and then the shop can suggest the best bike for your body type based on height, build, inseam, standover height, torso, etc.

Different manufacturers measure bikes differently. Some centre of cranks to centre of top bar (c2c) and some centre to top of top bar (c2t) (Both seat post lengths)

Try this sizing guide it will get you close.It is based on your inside leg measurement. (in this case c2t)

You really need to sit on them to get the best fit. Women specific designs will fit you better.

Most bike shop operators will be able to tell you just by looking. If you flirt with them they will tell you for free. ...Oh..... alright.....you don't have to flirt but it is more fun.

Getting the right sized bike is only part of it. You need to get everything adjusted correctly to get the most out of it. Strongly recommend a fit up.

you should get a 20'' or 25 or 24'' bike

You just have to go try them. The general rule is that with the seat half way up you should be able to barely touch the ground with your tip-toes.
