I don't know how much information NADA would give you. I know that the DMV is very private, but NADA may be able to tell you what the last record is on it, which may give you the state. At that point, you could contact the DMV and ask them if they will mail a letter to the current owner on your behalf. They will have to read the letter first, but, depending on the DMV they may do it. I know that there are a lot of IF's and May's in there, but I hope this helps.

They can, but will they. That would be a violation of someone's privacy. Maybe you have a friend that is a cop, and see if he could help you. You may contact the manufacturer and see if they have any info on the car.
Since you have the VIN the DMV would have the info on their files it's just a question of will they tell you?
