To learn who owns the building, check records in the Register of Deeds office for the county in which NYC is located. Look for grantor (seller) and grantee (buyer) indices. For taxes, check the Trustee for the same county. (The states with which I'm familiar used the terms Register of Deeds and Trustee; New York State may use different terms to denote the recorder of property deeds and transfers and the collector of property taxes.)

On this website, you could look up a NYC property by Block and Lot #, or by address, and check to see what taxes were paid and what taxes are delinquent.
