The first step is to get a copy of your birth certificate.
Where were you born? Most countries record births. You need to apply for a copy of your birth certificate in the country you were born in, usually you can start by doing a web search for vital statistics.

If for some reason there is no official record of your birth, then you will need to contact the Canadian Services (if you are living in Canada) to find out how to proceed.

You have to apply in the county you were born in. Some counties require an ID of some type, such as a state ID. If you can not come up at least three pieces if ID,(rent receipts, car registration, check stub) with one being a picture of you on something, you can have your mom or dad ( as long as your dad is on your birth record) request one for you. Now if you born in another country you have to apply at the US embassy for that country. If your parents can not help call your county clerk and get more help.
