Well depending on your ages i would suggest organizing a night alone together,having something to eat,a movie/music then let things progress naturally in a relaxed atmosphere

Have you ever thought about talking to him? Try that if you haven't already. Talking is the key factor in every relationship.
Also, he may just not know how to do all of that and when etc... so try talking to him and then help him to feel more comfortable with kissing, hugging holding hands and more. He's just scared :)

Maybe he is not ready. He may really respect you as a person. Don't push him. I wonder how old both of you are?????
If you are dating you should be able to discuss these things with him.
If you start doing just "innocent foreplay", it may lead into something you may not really be ready for. Don't rush things.

maybe you should stick to kissing, he might not be ready to do anything else, and you shouldn't pressure him. give him time there is no rush. if you want him to kiss you then tell him, boys tend to need a push in the right direction, don't be in such a rush to grow up. good luck and take care.

stop making the first move then!!!!!!!!! lol, just stop doing it and give him your flirtatous look and hopefully he won't resist it, and give him some hints or something, but you guys should just talk to each other and enjoy something else instead of smoching with each other.
