Nearly neutral. Basic Chemistry- Acid + base produces Salt + H2O.

HCL very bad acid
Caustic soda bad base
Mix to PH of 7 and what u have is.
Table salt and water
This how to neutralize most hazardous materials ,to there salt and then u can dump it in a river it is harmless.
That is how mother nature neutralizes every thing in to our oceans.
