Go down to your local dock and talk to some of the deck hands or if possible the captain of the boat. Yes without hands on work some captains are leary of hiring you but keep trying! Tell them of your interest and you are willing to be a grunt for awhile so they can see if you can handle the real thing. If you show them you can do the work start out with day trips once a week or so until you catch on or realise this can be hard work!I have over 10000 hours working as a deckhand, firstmate in saltwater and I loved every minute of it!I started out as a decky on party boats and worked my way up from there, try it!

I work for a few fishing charter boats p/t. I go to college full-time so I have to do local inshore excursions. The best thing to do is call the guides and ask them of curse, but also, let them know that your interested in working FOR them.
